Element Trigger based on expired element timescale

I have elements set up that have time parameters allowing course documentation to be sent 4 days before a course date. Late bookings however do not meet this element criteria and are therefore missed. I DO NOT want to set up elements based on a candidate status being booked as has been suggested as this method causes other issues.

What I need is elements automatically triggering if a user books and there is an element configured on the course date but the trigger time has passed. As an example a delegate books on at late notice, 2 days before a course date and misses the pre set 4 day element. This should then 'force' the overdue element.
