Tasks to be assigned to individual administrators (Aliases) for each event by default

The flag will be sent to the individual owner for each event rather than a central person. Each event we run is owned and managed end to end by an individual and tasks are not grouped to a single person by type of task e.g there isn't one person looking after all catering bookings. Therefore it ensures tasks are sent to the appropriate person to action in a timely fashion rather than it being delayed somewhere centrally.
